Sort numbers to fill a value

Hi,

Can anyone suggest a formula or macro to sort a range of figures into a specified value?

I have 30 figures or so, all between 1 and 3 and to 4 decimal places. I need to see how best to fit them into a number, ie the value 10 to get the minimum lots possible.
