sorting columns with columns of equal values

I am trying to sort my spreadsheet so that Column C matches up with Column D. Both columns have 9 digit id numbers in different order. Ascending and Descending does not help because Column C has 1121 items and Column D has 1155 items. I would like to sort so that Column C matches up with the same id number in column D without losing those unmatched id numbers.
