Spalsh screen when you open workbook

Is it possible to create a spalsh screen prior to a workbook being opened. Would like to enter a title to splash screen and a cell that is named 'enter'. Can it be done?

Not prior to the Workbook being opened, but when it is opened, using a Workbook_Open Event.
