Spinner - Control incremental change

I've created a spinner but can't control the increment even though I've indicated 1. For example, my Min/Max values are 1 & 12. If I increase, the spinner shuffles to 12 quickly and vice versa. I can't get the spiner to stop on any number other than 1 or 12.

Anyone have any ideas?

Delay is just the delay (in milliseconds) before another event can take place if a spinbutton event occurs. If the delay is really low, though, you could generate a lot of events with (seeemingly) a single click. You click the spinner, and before you can release the mouse, more events are generated, taking the button to its min (or max) value.

I've seen this same thing before, but it was from the smallchange property being set incorrectly.
