Stacked Bar Chart Showing the Difference

I keep trying to make a stacked bar chart showing the difference between two sets of data, but excell keeps totalling them rather then moving one ahead of the other and showing the difference.

Is there any way that can be done? Data is below.

Excel Facts

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
Add a row that calculates the difference between the amount used and the amount remaining. Then plot amount remaining and that difference so that amount used is the value at the top of the stack.

Ok so I got that how I wanted it. Now here is the fun part....

Lets say I have a Quarter where I spend too much. Is there any way I can have a new stack w a color for anything over $45? As of now the only linked items are the months, used, and remaining. Also in the current chart any negative values go under the axis.
