Standardizing bubble charts?

I am making several bubble charts where dates are on the X-axis the Y-axis indicates the number of people who attended meetings, as does the size of the bubble.

However, the bubbles are scaled very differently across the charts even when I standardize the axis ranges (e.g. a bubble representing 15 on one chart looks about the same size as a bubble representing 25 on another). I suppose this has to do with the range of values within each chart.

Is there a way to standardize the size of the bubbles?
 

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
