starting applications in excel using very large code ?

I have noticed on my desktop Outlook express is a shortcut to

{00020D75-0000-0000-C000-000000000046}


is it possible using this code to open outlook from excel. I know how to open outlook from excel just curious about this code.

another example is my internet connection

{00020D75-0000-0000-C000-000000000046}

any help would be appreciated
