I am trying to see my forward with the following issue. In a market research exercise we have surveyed various groups / populations internationally. Those groups are made up of individual organisations that frequently number less then 20 and as low as 10. Owing to limited resources some of our sampling fractions are small e.g.

Total Population: 27
Sample: 10
Responses: 6

I am conscious of the often stated minimum sampling requirement of 25 to 30, and read that with small populations a complete sampling is required. With such restrictions on available data is it possible to come to any valid probability conclusions. If so, what method should be adopted. An excel template would of great help if there is one.

I’d appreciate advice you might be able to give.
