Stop a result changing

Hi

Probably a very easy question to answer and i am probably going to explain it badly, but I have a sheet where a % changes everytime a line is added due to the rolled up total but i want the percentage on that line to remain what it is when its first calculated

the example of this would be if target is 10 and we add the first line with 1 the answer would be 10% and now i would use this 10% to work out a commission rate so that line would be paid £10 but once we add the next line with another 1 the total is now 2 so the answer is now 20% but once past 15% every cumulative sale is paid at £20. How do i lock it off so the first line stays showing 10% and doesnt get paid at the latest rate?

Can you not simply adjust your formula to only add the values in the current row and above?
