Stop copy/paste and changing a cell but allow other inputs

I have a weird issue. On an old spreadsheet I created people are now getting lazy and want to copy/paste into a cell that was never designed to have that done. This messes up the link to the db page. Further, some just grab the corner of the cell and drag it down into another cell, which again, messes up the sheet. I need to allow copy/paste because there is actually a notes section where they are allowed to do that, but I need to stop it on all other sections of a sheet. The sheet is locked and password protected.

Not sure how to approach this one.
Any ideas would be awesome, thanks.

Move date out one month or year
Use =EDATE(A2,1) for one month later. Use EDATE(A2,12) for one year later.
Are you sure the cells where the user is pasting are locked as they shouldn't be able to paste to them if they are. Sounds like the only cells that should not be locked are in the notes section.

All I can think of at the moment would be to lock the formula cells, unlock the notes cells and don't allow users to select locked cells.

the cells they have to change can't be locked, so no those aren't. Theres only one section that seems to be the problem child, the rest of the unlocked ones are to diverse for answers they don't copy paste and drag.
