storing the link to workbook and using it as a formula inside a cell

hello there
My question may seem dumb
I want ot know if it's possible to store the link to a value in a closed workbook in a cell and use it to obtain the value
I'll explain let's say my value is in the workbook called "Scenario.xlsm" and its reference inside a link would 'C\Master\[Scenario.xlsm]Parameters'!$B$9
if i do the following command = 'C\Master\[Scenario.xlsm]Parameters'!$B$9 excel gives me the value in B9
But is it possible to store this link inside a cell let's call it B3
and when i use the formula = B3 it will not give me the text adress but instead the value which this adress references
I hope i'm not too vague

When using ='C\Master\[Scenario.xlsm]Parameters'!$B$9 in B3 of your other workbook, it should provide the B9 population from the Parameters sheet in the Scenario workbook as its result.

Not sure if there is something that I am missing, other than is there a space between the = and 'C\Master\[Scenario.xlsm]Parameters'!$B$9 in your formula?
