Suggest farmula

Good evening friends
I am filling reading in cell range F4 to F13.
In cell F4 I have put initial reading (1214)
I have not filled if there are no changes in cell range F5 to F12 am getting final reading in F13 (1214) by using the following formula...

F13 =IF(COUNTA(F5: F12), "", (F4))

Further requested you all please suggest changes in above farmula If I filled Reading in cell F8 (1218), cell F5,F6,F7,F9,F10,F11Blank, and get value of cell F8 in cell F13 instead of F4.

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
Maybe
=LOOKUP(10^10,F4:F12)
