Sum based on input from multiple cells

I am trying to build a estimated cost of repair list and having trouble with the formula. An example of what I need to happen.

Data Example: E7 to E9 have a drop down list of Missing, Broken, and On Hand.
H7 = $2.00, H8 = $3.00, H9 = $4.00

If the items in cells E7 and E9 are missing or broken and E8 is on hand, E10 = the sum of H7 and H9.

Hope I gave enough info.
