SUMIF, COUNTIF?!?

I know that there is no doubt a simple solution to this problem but it's got me stumped. Fact is I don't even know what to call it. SUMIF, COUNTIF, IF......
Entering a formula from cell J10
If the valve of A9 is equal to or less than 12 enter 12
If the valve of A9 is equal to of greater than 12 enter that number
I have a contract in which I pay facility rental for a min. of 12 students
A9 is not the entry cell but rather it is a number brought forward from another worksheet.
Any help on this problem will be greatly appreciated.

In cell J10, how about:

=MAX(12,A9)

=IF(C17<=12,12,C17)

The MAX function returns the largest value in a set of values.
