In column D I am trying to enter a formula - if column A = column B then sum column C. In column A there are multiple #'s that are the same, but I want it to sum all cells that match column B. Is there a simeple solution, or am I not using the right formula?

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.

Taken literally, you appear to request...

=SUMPRODUCT(--($A$2:$A$100=$B$2:$B$100),$C$2:$C$100)
