SUMIF multiple columns based on criteria (both column and row)

I haven't been able to figure out how to SUMIF below. I have a data pull where I get amounts by months/quarters for sales regions. I want to sum up the sales for Region East for Q1 (so multiple columns of data). When I try a SUMIF it only does one column. I've seen threads about using an ARRAY formula (CSE), but I'm not sure how I combine condition for row (East) with condition for column (Q1).
