SUMIF Question

I am having problems with this formula. It is daying I have too many arguments.

=SUMIF($C$2:$C$300,"Primary Service",$F$2:$F$300,">45")
I want a count of how many times Primary Service is found in the range if the range from F is less than 45.

Perfect, now how can I make it work for a range of between 35 and 44?

Also, what do the -- stand for in the formula?

Try

=SUMPRODUCT(--($C$2:$C$300="Primary Service"),--($F$2:$F$300>=35),--($F$2:$F$300<=44))

The -- coerces arrays of False/True to arrays of 0/1s that SUMPRODUCT can process.
