SumIf using cells with a date as criteria

In a worksheet cell I'm trying to sum a column of dollar amounts using SumIf to only include the amount in col B if col a has a date in it. I keep getting a "0" return.

The formula I have in B4 is =SumIf(A1:A3), "is(NotBlank", B1:B3). The sum should be the sum of B1 + B2.

3 No Date $3

Can you AutoAverage in Excel?
There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
Dates are just stored in Excel as numbers. So just check for values greater than zero. Also note the range you are checking is the first argument, and the range you are summing is your last (you appear to have it backwards).
