I have spread sheet that is cataloging items. I am trying to set up a small table off to the side that will count the number of times an item is entered. IE "Item 3" appears 14 times in this column. "Item 6" appears 7 times. How do I do this?

=COUNTIF($A$2:$A$400,E2)

would count the occurrences of the item in E2 which populate A2:A400.

It doesn't seem to work. I also tried using the fx button and selecting the range (this gives the same thing without the $s) but none of the summary boxes update.

What is a "summary box"? What is the range that you select?
