Im trying to get a formula sure it is a sumproduct but cant get it to work.

I need to look in A:A for times less between D1 and D2 and then sum the values of those cells from B:B.

Any help appreciated.

Yep, how are the times typed in the cells.
Are they 00:00:00 or 00:00, etc
Make sure both formats are the same.

=SUMPRODUCT(--(TEXT(A1:A1000,"hh:mm")<TEXT(D2,"hh:MM") ),(TEXT(A1:A1000,"hh:mm")>TEXT(D1,"hh:MM"))*(B1:B1000))
