Is this formula can be applied to characters

It's a mystery to me why the length a text value must be determined in a column of 'Sum of money'...

C2, copied down:

=IF(ISNUMBER(B2),B2,IF(ISTEXT(B2),LEN(B2),""))

Another mystery is why insist on a SumProduct formula while there is nothing summarize effecting a conditional summing...
