Tab to next unlocked cell in new row

I built a worksheet that has cells which are unlocked for my agents to enter information and then they can click a button which calculates an amount and some phrasing below. The data that needs to be entered spans across a few different columns and rows. I have the cells which require information unlocked, the rest locked and then my sheet is protected, with the option of ONLY being able to select unlocked cells. For some reason, you can tab through the unlocked cells until you get to the end of a row and it will not tab to a row below it. You can click to that next cell in a row below and keep tabbing across but I cannot get it to tab to a new row.

I've made sure my scroll lock is not on, there are no merged cells that it would be tabbing through (there are merged cells but they are several rows below all this action).

I tried creating a new sheet and it worked, why can't I get MY sheet to work??

I'm at a loss and have searched the internet to no avail. Can someone please help me?
