Tab within a tab?

Hello,

I have implemented a bar in the first three rows of all of my worksheets. Different portions of the bar are a hyperlink to other tabs in the workbook. When I send an analysis out I hide the sheet tabs so that users are required to click the bar similar to a webpage. So instead of pasting this bar at the top of each worksheet and then lining it up so that it doesnt move when clicking through sheets, is there a way I can use 1 bar and have the sheets below row 4 automatically change? Thanks
