Target Lines across sub categories in a bar chart

Hello,

I am building a bar graph and I want to have target lines that go across each of the bars. My x-axis is broken down by month and then a sub category. Each of the sub categories has a different target value in each month. My problem is that when I create the target bar for the sub category, the bar is centered across the entire month rather than the bar representing the sub category that it correlates to. Any help to center the target lines over their appropriate bar or even how to offset the target bar from the center would be helpful.

I am working with Excel 2013.

If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.
