Template or Locked Cells for "header" ????

I run reports from a custom reporting system which then exports into Excel format. I sort the data into individual tabs based on the information.

I need a specific column on the top of each page, not a header but the top row of cells for each page to stay, and allow it to let me copy and paste and sort without moving those column headers. I hope I am making sense.

The top columns are like this:
File # Type of Issue Department Location

And I have it all formatted nicely.

Is there a way to create a MASTER and have all the first column on each page stay protected, but allow me to paste and not interfere with pasting over them.
