Templates - a basic question

I've created a simple template to distribute to work colleagues and would like to understand a little more of the way templates work.

What I'm trying to achieve, is a template that opens and where the user can do nothing unless they enable macros, except to exit.

Three sheets will be visible, but they should not even be able to select a cell on any of them, nor add/delete sheets, nor save/saveas.

Is this stupid, or perhaps possible ?

How to create a cell-sized chart?
Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.
If you Google excel force users to enable macros you will find many, many examples, on this and other boards.
