Text as a background in a Cell

I am currently trying to add background text to cells (these are instructions), but i need to be able to type into these cells that have the background.
Any help would be greatly appreciated _ have tried inserting a text box and word art and sending back as you do in publisher but having no luck.

I'm not sure I follow what your end-goal is, but have you considered inserting comments for your instructions?

Right-click on any cell and select insert comment.

Alternatively, you can use data validation to enter the instructions for the cell. The data validation message will appear when the cell is selected.

You could place a textbox with the instructions over the cell then code it so that when the user clicks the textbox it automatically disappears and the cell underneath shows up and gets ready for editing. Do the reverse if the cell is empty and unselected.
