When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
The text function requires two arguments. By including the , you are recognizing the second argurment, although by leaving it blank you are probably having it default to a general format. Better form, in my opinion would be
="My name is "&Sheet2!A1

or
="My phone number is "&text(Sheet2!A1,"000-0000")

The TEXT function requires always two arguments, therefore your second version doesn't work. The first argument usually is a number, second argument the format, that the text should have.

However, "Text" & Sheet2!A1 already converts the number in Sheet2!A1 to a string. Therefore, the TEXT function doesn't need any format anymore - as it does nothing! Hence, you could also only write:

="Text "&Sheet2!A1

The TEXT() function does require two arguments, so your second example shouldn't work. Why it accepts a null argument, though, I'm not sure. There isn't a default format (at least that's documented) and you can't use the General format (in XL2K, anyway).
