Text to Time Formula Problem

Hi all,

there is formula to text in to time =+Text($D1,"hh:mm AM/PM)

if I use this in a blank cell show 12:00 AM why?

=IF(D1="","",TEXT(D1,"hh:mm:ss AM/PM"))
