three row range with data validation

I have a range that consist of 3 columns and and multi size rows

='310.16'!$U$4:$U$5,'310.16'!$V$4:$V$10,'310.16'!$W$4:$W$20

I want my data validation drop down list to show these values. Excel gives me an error on that range name. Any non-VBA to get this into a drop down list. Stumpped right now.

The source for a data validation list must be a SINGLE row or column (or a hardcoded comma delimited list).

So, you have to take all those cells and put them in a single row or column then use that as your source.
