time in vba form

i have excel sheet with hour in cell (hour format like 13:00), but when i take this value to the form i got value as a number
how can i set it so i will see (and work) with hour format in both excel sheet and vbs form?

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
