Tough data validation question

Is there a way to make the appearance of data validation lists conditional? Such that, if I type "1" into cell C2, the data validation lists in cells C4:C30 disappear, and pull in the values of cells X4:X30. Then, if I delete the "1" in cell C2, cells C4:C30 again become drop down lists.

Is this possible? I've been struggling with this for a while now.
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
Are you saying, for example, that you want cell C4 to have a Data Validation drop down list IF C2 contains 1, but if C2 does not contain 1, then C4 should return the vlaue of cell X4 ?

If yes, I think this is only possible using VBA.

Yes, only opposite. If cell C2 does not contain a "1", then I want C4 to have a dropdown list. But if cell C2 does contain a "1", then I want C4 to return the value of X4.

Any VBA masters out there?
