Track changes and protect worksheet / workbook

I am trying to protect a workbook for the titles and static data, but also track changes to the fields that can be modified. These changes will be performed by a single user.

Excel 2007 has Track Changes that also share the workbook and also unlocks (unprotects) all of the cells.

How can I protect most of the cells and also track the changes of the unprotected cells by the user?

How do I get it to run on Excel 2007?
