Transposing to Dimensionalize/Tabulate Data

Below is showing the data I have (Data Format Original) and then the format I want the data to be in (Data Format Final). If you are having any issues seeing this picture just let me know. I have attempted to go through this process via PivotTable however I was restricted since I was unable to get both column and row grand totals to operate if you are unfamiliar with this process check it out. I have heard this process referred to as dimensionalizing and tabulating however to me its just a unque form of transposing. It would be fine if the Date Column of the "Data Format Final" had the date for every time present either way works.
