Trying to sum values based on labels from another sheet

So I am trying to sum up only certain values from one worksheet that has a designated code with that value at the same time though I only want to be able to add up certain codes based on their classification that is on another worksheet. Any advice would be greatly appreciated.

So here is the link to the file I have on dropbox. What I am trying to do is sum up some of the values on the Fund 21-51 Nutrition tab based on the location values in column A that on the location tab ties those location numbers to either going towards schools or support or central.
