Turn off print option and watermarking help.

Is there a security measure in Excel 2007 where if I send a file to someone that they can't print it?

Also, what is easiest way to get a type of watermark on an excel document? I've tried about 5 different ways and each time there seems to be one or two steps that my computer and/or printer won't allow.
