two phantom links in one cell

Hello, I have an issue with a phantom link in cell B1218. Cells B1218 is the only cell with data in the entire workbook. Currently, cell B1218 is showing the Data Validation Source as =Dropdown!$E$4:$E$216. This is correct. However, when I run Bill Manville's most excellent add-in, the source of "2020-2021 Survey Preparation Checklist New for 7.29.20.xlsx" comes up. When I run the add-in to get rid of "2020-2021 Survey Preparation Checklist New for 7.29.20.xlsx", the add-in says it does not exist.

Okay, so this is weird and the most weird phantom link situation I've ever encountered. Here's the situation. Select cell B1218, choose Data Validation Clear All, OK. Then save and exit Excel. You must exit Excel and re-launch it.

Now, open the file again. After the file is opened, cell B1218 still has a Data Validation rule. Except this time, the rule Source is "='https://sp-cloud.kp.org/sites/ARLNationalCommandCenter/Shared Documents/General/Resumption of Care/2020-2021 Survey Preparation Spreadsheets/07.29.20/[2020-2021 Survey Preparation Checklist New for 7.29.20.xlsx]Drop_Down_List'!#REF!"

So, it appears there are two validation rules in the cell. This is truly strange. Any advise is greatly appreciated. Thanks in advance.
