unable to use horizontal axis labels

I am using excel 2016 for mac, and am trying to use the "horizontal (category) axis labels. in charts" But I can't seem to enter any thing into the box for this. Ultimately I want to be able to put data labels that are not the numeric x and y axis values, but cannot find a way to do that without this box. Pic is below

Excel Facts

Can you AutoAverage in Excel?
There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
