update blank cells

hi all. I have a userform that pulls data from worksheet PNMs. What I want is this:

if the value in column H is blank, or less than 1 (such as 0) then I want to pull a list of people (names listed in column C), have a text box where I can input what their grade is, and have that grade be updated in the correct row for column H.

i'm stumped. seemed easy when I started!
 

Excel Facts

No! when you are using an exact match, the VLOOKUP table can be in any order. Best-selling items at the top is actually the best.
