Update Record Base on Primary Key

I have an excel workbook that I would like multiple users to update. There are three Departments. Each Department has a Data Entry Form to allow for update of Records on the Data Sheet. Each Department is responsible for inserting part of the record (for instance Admin and Finance inserts record from Column A to D. The Operations Department inserts from column E to G while Planning Monitoring and Evaluation starts inserting from H.

Here's my challenge.

Since the Departments won't be inserting records at the same time (and in the same order), I would like to have a VBA code that would check for Primary Key. Record should be inserted on the basis of Primary Key. The VBA will check for Primary Key match and insert base on that. Thank you
