Updating a series of charts using VBA error

I am looping through several similar pages to update a chart on each page. I run the macro and get the error, "Unable to set the XValues property of the Series class." Here is the code:

and this line is the culprit:

ActiveChart.SeriesCollection(1).XValues = "=" & State & "!R2C70:R23C70"

Any ideas of where the problem might be coming from and how I might fix it? Thanks!

Note: I didn't write this code. I am debugging. By the way, to what would R2C71:R2SC71 be referring?
