Use Browse for Querty Refresh

Here is my code:

Range("C8").QueryTable.Refresh BackgroundQuery:=False

currently when it open the browse the file name and type are already populated with the previous file name.

I wish to set the default folder to open file, and I wish to display all the *.iif files so the user can select one.

You are refreshing a QueryTable that already exists. What is the .CommandText for that query? It may be possible to use Application.GetOpenFilename to get the desired directory then rewrite the .CommandText value to use the file obtained with Application.GetOpenFilename.
