Use Common Identifier to Populate Cells

I'd like to have the Delay Reason (G2) and Delay Notes (H2) populate in each row where the SYS Parent OLI (C:C) matches. Can do it in Access but am wondering if there's a fairly straightforward way to do so in Excel.

How to find 2nd largest value in a column?
MAX finds the largest value. =LARGE(A:A,2) will find the second largest. =SMALL(A:A,3) will find the third smallest
You say that you can do it in Access. Can you tell us how you do it in Access?
Are you matching on two tables, and listing fields from the other table?
If that is the case, then you can do the same sort of thing in Excel using the VLOOKUP function, where you lookup a value from one list (table) in another, and then return another field from there.
