Use CONCAT with a cell containing a Date

I have C7 with a date (1-1-23)
I'm trying to enter that date in a YYYY format into another cell with text before and after the number.
So far I have come up with
VBA Code:
=CONCAT("Go To a ",C7, " Month")

which returns "Go To a 44927 Month"
I need the syntax to convert 44927 to 2023.

OR...

I was able to do get part way there without the text "Month" after the cell reference with
VBA Code:
="Go To a"&TEXT(C7," YYYY")
which returns "Go To a 2023" but I couldn't figure out a way to add "Month" at the end.

Can someone assist with either code to get the desired result of
"Go to a 2023 Month"
??
