Using a formula and conditional formattingin the same cell

Hello,

I am using Excel 2013 and have an issue.

I am using a formula to pull data from a cell in workbook January to a cell in workbook Corrugate. Once the data is have been transferred to the corrugate cell say F4 I then need to conditionally format that cell so if it is under 8 it turns the cell light red also.
It appears that when I attempt to do this it only accepts the formula not the CF.

Formula used is ='[January Daily Count Non-Inventory.xlsx]4'!E3
then I apply the conditional format to change the cell light red :(

Any help would be greatly appreciated or even if you have ideas to simplify this task considering I am formatting and using these formulas in hundreds of cells.
