Using a Text Value as a plot on a graph

Help.......I want to produce a graph, utilising the secondary Axis, The primary Axis would be costs (bgt/Fct), the Secondary would have 12 points, and the text (Value) would be plotted so I can see cost, and when/what is being delivered. Is this even possible? Or another way to o this without having to manually plot every month.
Hoping an Excel guru out there knows the answer.

Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
