Using Concatenate with Time

I have a sheet that I want to enter the start time and end time of an event.

IE:
Start Time : 6:30
End Time: 10:30

I want to use concatenate to produce a column of cells with a time range in each row IE:
6:30 - 6:45
6:45 - 7:00
7:15 - 7:30
..........

All the cells are formated customer with h:mm

I tried to use this code =concatenate(Start Time Cell, " - ", Start Time Cell + 15)

But this does not work. By start time cell I simply mean the cell in which I entered the start time and then I want to add 15 minutes to that until I reach the end time.

Any ideas?

=TEXT(A1,"h:mm")&" - "&TEXT(A1+"0:15","h:mm")
