Using IF and AND function in Conditional formating

Hi,

If i want to use conditional formating with these function, is it possible ?

Im try to use if function to create the condition in simple way but I don't understand why symbol < (less) and > (more than) seem unable to work correctly.

I want if Column E is less than 0 (negative) and Column Q is FALSE.
