Using referenced cell text & number values in formulas

Hi, I'm trying to use mathematical operators & numbers in cells to write a formula. For example, rather than:

=IF(C1<5, 1, 0)

If < is the value in A1, 5 is the value in B1, how would the formula be written? Tried = IF(C1&A1&B1, 1, 0), but doesn't work.
 

Excel Facts

Formula for Yesterday
Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
Unfortunately didn't work. The formula is short one closing bracket, tried putting it at the end but no dice.
