Validate that data is entered in the correct format for hours worked.

I have a cell D2 on my worksheet where staff must enter the number of hours they have worked. So they have to enter it like this 2:45 or 0:45
Many are making the mistake of not using the colon so it is entered in the wrong format. The validation tool only allows me to set a start and end time but i need to enter hours worked so this probably requires a formula to ensure the correct format. Can someone help please?

You can use the Data Validation Time and set start as 00:00 and end as 23:59.
